In the October 16, 2024, meeting of the Planning Advisory Committee (PAC), MISO proposed Inverter-Based Resource (IBR) performance requirements with implementation for DPP 2023 Cycle resources.  Feedback is requested on the proposed requirements and implementation plan.

Enel Green Power North America, Inc. (Enel) appreciates the opportunity to provide feedback on the proposed tariff language on voltage and frequency ride-through requirements for inverter-based resources. Upon review of the proposed tariff language, Enel appreciates understanding why Midcontinent Independent System Operator (MISO) decided to propose replacement language for Subclauses 7.3.2.3.1 and 7.3.2.1.3 while excluding Subclauses 7.3.2.3.2 and 7.3.2.3.4 from replacement. Further, given the proposed tariff language, Enel seeks to understand the reason(s) why the frequency ride-through performance requirements pertinent to Subclauses 7.3.2.3.2 and 7.3.2.3.4 are excluded from Article 9.6.4 of the Generator Interconnection Agreement.

At the October 16 PAC meeting, MISO presented updates to the proposed Generator Interconnection Agreement Appendix G requirements pertaining to Inverter-Based Resources.  The MISO Transmission Owners (Owners) appreciate MISO advancing footprint-wide requirements related to IEEE 2800 and the collaboration throughout the development of these requirements. 

The Owners support the implementation of these requirements as soon as practical and support applying them to the DPP-2023 cycle.
