In the October 16, 2024, meeting of the Planning Advisory Committee (PAC), MISO proposed grid-forming (GFM) battery energy storage system (BESS) requirements to support system stability as developed with the IPWG.  MISO shared draft BPM-015 and Tariff changes for feedback.

MISO proposed grid-forming (GFM) battery energy storage system (BESS) requirements at the October 16 PAC meeting resulting from their development through the IPWG.  The MISO Transmission Owners (Owners) support establishing GFM requirements for BESS and generally are supportive of the framework MISO has proposed.  The Owners see value in these capabilities and support the implementation of GFM requirements for BESS as soon as practical. The Owners agree with the implementation plan of requiring test results for demonstration of the core requirements by DPP 2023 Decision Point 2.

Feedback by Public Service Commission of Wisconsin (PSCW) Office of Regional Markets (ORM) Staff to MISO on BESS GFM Controls

We are supportive of MISO’s approach to improve grid stability with GFM controls at a pace aimed at allowing stakeholders to adjust accordingly.

We encourage MISO to add BPM language or otherwise clarify compliance due dates in writing for projects outside of the interconnection queue (e.g., replacement projects).

As MISO noted complications with testing for hybrid resources and for resources other than BESS for the time being, we suggest MISO consider developing guidance, rather than requirements, to further encourage GFM inverter adoption.

As MISO contemplates expanding GFM IBR requirements, we encourage MISO to work with research partners to understand what proportion of IBRs in a system like MISO should have GFM controls to avoid stability issues.
