In the November 15, 2023, meeting of the Planning Advisory Committee (PAC), MISO presented proposed edits to BPMs 012 and 013 related to TSRs for Charging ESRs issue PAC-2023-2.  

Stakeholders may provide feedback on proposed BPM language by December 8.

  • MidAmerican Energy Company (MidAmerican) appreciates MISO’s change in BPM 13 language in order to allow all types and duration of transmission services.
  • MidAmerican emphasizes that, regardless of the type of transmission service requested, MISO needs to develop procedures to ensure appropriate studies are completed to analyze the performance of the transmission system to determine whether network upgrades and/or operational requirements are needed to accommodate the charging of battery storage systems. These upgrades or operational requirements should be determined ahead of time in order to avoid reliability issues and unanticipated congestion that requires manual curtailments by the transmission operator or is otherwise not able to be captured by the day-ahead or real-time market.
  • MidAmerican suggests that MISO modify its interconnection study approach to identify reliability issues that may arise during charging events. The network service and short-term point to point study processes, particularly for short term (less than one year in duration), while they may be appropriate to enable reasonable transmission rate payment options, are inadequate to identify reliability concerns
  • MISO also needs to develop rules and operational requirements that avoid charging during times that would exacerbate system reliability issues or cause firm load shedding. An example would be ERCOT’s proposal to create a category of Registered Curtailable Load (RCL), where it is noted that all load must be studied as though it is firm to address reliability concerns.
