In the August 30, 2023, meeting of the Planning Advisory Committee (PAC), MISO presented BPM edits for Selection of Non-Transmission Alternatives (PAC-2020-2). Feedback was requested on those edits as well as the proposal to close this issue.
Comments are due by September 18.
The TDU Sector appreciates the efforts that MISO has made regarding the issue of MTEP selection of non-transmission alternatives. As a threshold matter, the sector would like to see MISO more engaged with the consideration of alternatives including non-transmission alternatives as well as non-traditional transmission solutions. The sector recognizes MISO does not generally view it as MISO’s role to identify these type of solutions. The TDU Sector is interested in having a transmission expansion plan which is optimized and which provides the maximum value to customers. To do this, from the TDU Sector’s perspective, the integration of solutions in addition to traditional transmission solutions will be required. MISO is well positioned from a technology and system knowledge perspective to apply resources to identify alternative solutions that could enhance or replace traditional solutions proposed. Without greater engagement by MISO in this space the sector is concerned that a sub-optimal or underutilized system will result. The sector asks MISO consider how it could help achieve the goal of an optimized system by engaging more with the application of alternatives.
