Improve capacity accreditation in the long-term by basing it on resource availability during high-load or tight supply periods.

Adopting this accreditation reform would better represent the reliability value that resources provide to MISO and can be easily adapted to a seasonal capacity accreditation construct.

Work embedded into issue RASC-2019-2 RAN Resource Accreditation and addressed by implementing Schedule 53 approved by FERC 8/31/2022.
