More accurate representation of resource capabilities, alignment of requirements to risks, flexibility to participate within the Planning Resource Auction (PRA) and Price signals that match the market value of capacity.

Specific topics that will be evaluated under this issue (this is a non-exhaustive list):

- Explore capacity differentiators in addition to location (Dec. 2019 WPPI issue submission "Consideration of Generator Flexibility in Resource Adequacy")

Continued RASC discussion to review RA construct reforms. Stakeholders were invited to continue submitting questions on the proposal, transitional mechanisms, or draft reforms by October 13.

Special RASC meeting held to continue discussing the proposed RA construct and adjustments to the planned filing date. Stakeholders were invited to submit questions on the existing construct proposal via the Feedback Tool through September 29.

Special workshop held to review RA construct draft tariff language.

MISO presented final changes to RA proposal based on stakeholder input and furthered analysis. Feedback requested on proposed transition, capacity replacement, and must offer obligation calculation. Due date extended to August 23 to allow further discussion in a dedicated workshop.

Revised RA reforms presented based on stakeholder input and furthered analysis. Feedback requested on sub-annual construct design elements by July 21.

MISO discussed informal stakeholder feedback and design considerations on proposed reforms to resource adequacy, as well as proposed Minimum Capacity Requirement (MCR). Stakeholders were asked to provide feedback on MCR proposed de minimis threshold and proposed penalty by June 23.

MISO responded to stakeholder feedback on the accreditation proposal, discussed recommended changes, and next steps. MISO also introduced a minimum capacity requirement concept and later asked for feedback by May 28, 2021. MISO responded to stakeholder feedback on ACAP accreditation, discussed merits of the proposal considering recent extreme weather, and next steps. Filing timeline extended to September 2021.
