The objective of this issue is to improve forward-looking transparency for stakeholders and MISO, and to increase early outage scheduling and flexibility during emergencies. 

• Produce additional historic and forward looking forecasts
• Improve use and capabilities of current outage tracking and impact analysis tools
• Implement incentives to schedule outages and derates 'well in advance,' while encouraging near term flexibility
