In the October 12, 2022, meeting of the Resource Adequacy Subcommittee (RASC), stakeholders were provided the 2027-28 Out-Year Capacity Import Limit (CIL) and Capacity Export Limit (CEL) study scope and timeline for feedback.

The OMS Resources Work Group (RWG) has reviewed MISO’s presentation on its Out-Year Capacity Import Limit and Capacity Export Limit Study Scope and appreciates the opportunity to provide feedback. The RWG generally supports MISO’s efforts to study the potential annual import and export capability of Local Resource Zones. However, based on past experience, the RWG questions the usefulness of these results. The RWG notes that these calculations have fluctuated dramatically year-to-year thereby diminishing their value to state regulators and resource planners. The RWG also notes that capacity import limits are more important than export limits for purposes of resource planning, and a higher degree of certainty in these calculations is desired.
