Overview
Origin
Determine appropriate capacity credits for Load-Modifying Resources (LMRs) that more closely align with their actual availability and accounts for specific characteristics. Additionally, improve LOLE modeling assumptions to align with actual operations more closely. Align assumptions of resource adequacy processes and provide sufficient granularity for energy needs to facilitate efficient conversion of committed capacity to energy to serve near term load.
Specific items being addressed through this issue:
- IR067 "Establish PRA Capacity Credits for Emergency-Only Resources that Better Reflect their Expected Availability and Deployment Performance" (issue has been added to RASC009)
- IMM 2017-7 (Credit Emergency Resources)
- IMM 2018-6-B (Improving Planning Assumptions)
This issue was identified in 2018 as a Phase 2 issue of Resource Availability and Need (IR025)
