Currently, Inverter Based Resources (IBRs) can ramp up and down their full capacity in a quick span of less than a minute. In real-time, MISO has experienced some IBRs moving from their previous dispatch target to the next dispatch target in a few seconds. When big swings in generation compound over multiple resources inside a five-minute dispatch interval, MISO is facing reliability challenges with managing congestion and maintaining instantaneous balance of load and generation. This is expected to get worse as MISO gets higher penetration of IBRs in the future. MISO would like to work with stakeholders to identify a solution to mitigate sudden instantaneous ramping to support grid reliability.
