Improve capacity accreditation by: a) improving resources’ UCAP calculation, b) treating unreported outages and derates as forced outages, and c) improving the validation of data submitted by suppliers.

We recommend MISO expand this improvement to include all unreported outages and derates and to include a broader array of tight supply conditions (rather than only emergency conditions).  These changes would result in sizable accreditation improvements and eliminate the current incentive for suppliers to not report their outages and derates.
